EoIP not working for WRT-160N V3 running V24-K26 builds

Description

The functionality for an ethernet over IP tunnel is built in to all of the V24-K26 builds for the wrt-160n V3 routers found in Eko's V24-K26 builds. When EoIP is configured a connection is not established with a known good destination router. If you connect to the local router using a terminal session, and go through the startup manually you receive a number of errors about the OETx device not existing. Also there are not OET devices listed in ifconfig after the service is configured on the router.

This has been tested with a number of different builds (13253->13401) and with the mini, voip and 'small standard' variants.
