Want to reduce load average + dhcp problem

Description

Hello, i have questions, need to get answered 1.My load average is 50% how can i reduce load.I have attached document which is output from TOP command via SSH 2.I cannot use dhcp system, for example i need to set static ips on some mac addresses, i set and after sometime i get blocked and no internet connection, then i try to restart router and didnt get ip.
