RFE: Enable 802.11w support in hostapd

The 802.11w standard, a.k.a. MFP, a.k.a. Management Frame Protection, was ratified in 2009. The hostapd support has been around since 2009.

To enable support you must compile hostapd with "CONFIG_IEEE80211W=y" set your build flag file. Older source defaulted this off, but the latest upstream release has it defaulted on.

The build for the Netgear R7800 (Nighthawk X4S) has still has a hostapd with this feature not compiled in. Please build the latest hostapd with this feature enabled.

I've attached a very simple patch to the config file for the latest hostapd in SVN.

FYI: The LEDE project ships hostapd 2.7 with this enabled. I tested support with a Netgear X4S R7800 and two clients (Intel 7260 and Samsung Galaxy S6). Both clients connected with MFP enabled and there was no performance loss or other negative effects.
