Add user-editable /etc/shells

Description

Please add /etc/shells as a symlink to /tmp/etc/shells so that new shells can be authorized for the device at startup.

This would allow, for example, a user account to use a modern bash shell installed into /opt/bin/bash on those devices having sufficient memory. (e.g. R7000 and many other recent models.)

In case you didn't notice:

root@DD-WRT:~# ll /bin/bash lrwxrwxrwx 1 root root 13 Mar 31 14:29 /bin/bash -> /opt/bin/bash

This has been implemented long time ago.
