undo r31559, return beamformee VHT info for QCA

Description

a device can be a beamformer or beamformee or both, removing beamformee just breaks beamforming when configured as a repeater, wds sta etc. host ap beamformer + sta beamformer = no beamforming, need a beamformee to receive. the qca99xx supports both both should be enabled. with builds before r31559 i have 2 db more signal than with builds after it when beamformee is disabled, it was working fine.

stock fw broadcasts both su/mu beamformer AND beamformee. broadcom stock fw & ddwrt also broadcast beamformee, every ac router i see always broadcasts beamformee if supported by the hw, theres no reason to disable it, it stops beamforming when the router is a station & not an ap

this is a safe thing to have enabled, all major oems have su/mu BEAMFORMEE enabled, please check bs.. this breaks beamforming when the qca99xx is a client/station.. (host ap BEAMFORMER --> station BEAMFORMEE.. needed)

another option is to, like with broadcom & stock fw, add implicit beamforming to qca, the toggle should control SU-BEAMFORMEE & MU-BEAMFORMEE, while a explicit beamforming option should control SU-BEAMFORMER & MU-BEAMFORMER
