Saving Startup/Shutdown Scripts restarts the Network etc

Description
Saving Startup and/or Shutdown Scripts in the "Administration -> Commands" tab in the GUI restarts the Network, and does some other unnecessary stuff too - i.e. saving "Startup" script unmounted my USB drive (maybe because the "umount" command was used in the "Shutdown" Script). Last tested in the SVN build 11153M NEWD Eko.
Restarting network makes sense when saving Firewall script, but I believe that saving Startup/Shutdown? scripts should do nothing but save them in the nvram - no re-initialization needed, and these sripts are to be executed only when the router is starting up or shutting down.

there is no separation between the buttons. the service actions are done by page. so everything is done as its neccessary by the whole page
